Opening
This video shows you how to authorise the Trader Support Service to use your duty deferment account on the Customs Declaration Service. We will call them TSS, DDA and CDS. You need to do this even if the authority was already in place on the previous service, because it is not carried over. Only the account administrator can authorise this action.
Step 1 - check your DDA details
On screen: These should have migrated from the previous service
On your business profile, scroll down to Duty deferment account details. If you used a duty deferment account on the previous service, these should have migrated across, so check them now.
Step 2 - confirm the numbers
On screen: Deferred payment option authorisation number and deferment account number
Confirm the deferred payment option authorisation number, and the deferment account number held against your EORI number. Only a duty deferment account held against an XI EORI, or an EORI number from an EU country, can be used for movements into Northern Ireland.
Step 3 - preferred method of payment
On screen: Sets the default when a declaration has charges to settle
Below that, the Preferred Method of Payment sets the default used when a declaration has customs charges due. If you decide not to use your duty deferment account, you can change your preferred method of payment to something else.
Step 4 - get the TSS EORI number
On screen: Raise a case or call the contact centre
Before you can set up the authority, you will need the Trader Support Service EORI number. You should raise a case, or call the contact centre, for help with this information. From the Support section of your dashboard select Create support case, then Start now.
Step 5 - go to GOV.UK
On screen: Set up or view an authority on the Customs Declaration Service
Once you have the EORI number, go to the GOV.UK page: set up or view an authority on the Customs Declaration Service.
Step 6 - sign in
On screen: Select Start now and sign in with your Government Gateway details
Select Start now, and sign in with the Government Gateway user ID and password linked to your CDS subscribed business.
The rest happens on the Customs Declaration Service dashboard
The rest of the process happens on the Customs Declaration Service dashboard. The guidance links to HMRC’s own walkthrough, and that is what you will see next.
From 1:53 to 5:24 the video shows HMRC’s own walkthrough of setting up a standing authority on the Customs Declaration Service dashboard, with HMRC’s own narration.
Closing
Once the authority is submitted, the Trader Support Service can use your duty deferment account on your declarations. You can view or remove the authority at any time from your Customs Declaration Service dashboard.

To add a standing authority, select 'Manage your account authorities', which can be found right at the top under your customs financial accounts. This will take you to the 'Manage account authorities' home page. If you had any authorities set up, you would be able to see them here. Select 'Add authority'. You'll then be asked to fill in the EORI number of the company or person you are giving the authority to. The EORI number should start with GB followed by 12 digits. Once you've filled in their EORI number, select 'Continue'.
Next, you'll be given the option to select which accounts you would like to add the authority to. If you had any more accounts set up on your customs financial accounts they would show up as options here. In this example we're going to select both the duty deferment and the cash account, then select 'Continue'. It will then ask you to confirm the company or person's details. If correct, select yes and 'Continue'.
Next, you'll be asked when you would like the authority to start. You can start from today or set an exact date. If you select 'today' it may take up to an hour for the authority to show in the person's or company's dashboard. Once you've selected a date select 'Continue'. Then choose if you would like to give the person or company authority to see the available balances. You can amend this at any point by going on to the 'Manage authority page'. Then select 'Yes' followed by 'Continue'.
The next screen asks for you to enter your contact details. You'll be asked for these again for security purposes if you need to make changes to the authority. Complete your full name and role and select 'Continue'. At this point you'll be encouraged to carefully go through and confirm that all the details you have submitted are correct. If any of your answers require editing, simply select 'Change' alongside the particular field in question. Scroll down and once you are happy that everything is correct you can select 'Confirm this authority and submit'.
You will then be navigated to this page which shows you have successfully added an authority. Please note it can take up to one hour to appear on the person's or company's account in their customs financial accounts. Please watch our other webinars in this series.
