Before you start

The UK Internal Market Scheme (UKIMS) allows eligible goods moving into Northern Ireland to be declared ‘not at risk’ of entering the EU.

If you hold a UKIMS authorisation, you can use it when making eligible declarations through the Trader Support Service. This includes declarations using the Internal Market Movement Information (IMMI), where the eligibility requirements for the IMMI are met.

If you also have a Trader Goods Profile, you can use it to pre-populate goods information when completing the IMMI.

You can give other Trader Support Service users, such as customs agents and hauliers, permission to submit the IMMI on your behalf using your UKIMS authorisation. You can also give them access to your Trader Goods Profile.

You are responsible for the declarations submitted on your behalf. You should only give these permissions to a business, such as a customs agent or haulier, that you have agreed will submit the IMMI on your behalf.

When you or the party you have given UKIMS authorisation permission submits the IMMI, the service will populate the UKIMS authorisation details on your behalf using the information on your business profile.

Give an agent or haulier permission to use your UKIMS authorisation

Once you have given them permission to use your UKIMS authorisation, they will have the option to complete the IMMI on your behalf.

To give another user permission to submit the IMMI on your behalf using your UKIMS authorisation:

  1. Go to View business profile.
  2. Go to the UK internal market scheme (UKIMS) and Trader Goods Profile (TGP)
  3. section.
  4. Under this section, select the option to Share authorisation
  5. Enter the EORI number of the agent or haulier you want to give permission to.
  6. Check your answers before completing your submission.
  7. Select Complete and submit.

You also have the option of providing access to all businesses, if you do not have the specific information on who you need to authorise to submit the IMMI on your behalf. To do this, select ‘change’ to Access given to all businesses.

Once you have given UKIMS authorisation permission to another user they will be able to submit the IMMI on your behalf.

Give an agent or haulier permission to use your UKIMS authorisation and Trader Goods Profile

Once given access to your UKIMS and Trader Goods Profile, another user can use it to pre-populate goods information when completing the IMMI on your behalf. This can reduce the amount of information they need to enter manually and help reduce the risk of errors.

To give another user permission to submit the IMMI on your behalf using your UKIMS authorisation and Trader Goods Profile:

  1. Go to View business profile.
  2. Go to the UK internal market scheme (UKIMS) and Trader Goods Profile (TGP) section.
  3. Under this section, select the option to Share authorisation
  4. Enter the EORI number of the agent or haulier you want to give permission to.
  5. You will have to option to provide UKIMS and Trader Goods Profile permission individually.
  6. Check your answers before completing your submission.
  7. Select Complete and submit.

You also have the option of providing access to all businesses, if you do not have the specific information on who you need to authorise to submit the IMMI on your behalf. To do this, select ‘change’ to Access given to all businesses. If you need, you can change and remove Trader Goods Profile access to all businesses.

Check or remove permissions and access

You can review and manage permissions for your UKIMS authorisation and access to your Trader Goods Profile from your business profile at any time. If a user no longer needs these permissions or access, you should remove their access so that only authorised users can act on your behalf.

You should regularly review the users you have given permission to submit the IMMI on your behalf using your UKIMS authorisation and your Trader Goods Profile. Remove access or authorisation for anyone who no longer needs it to ensure only authorised users can act on your behalf.
