Preparing for the next phase of the Trader Support Service
Transcript
William Barns-Graham
Good afternoon everyone and welcome to today's webinar on preparing for the next phase of a Trader Support Service, the fourth in our series supporting traders through the transition to the next phase of TSS. Today's session will focus on the practical steps businesses need to take over the coming weeks, key transition dates, a demonstration of the new service and answers to some of the most frequently asked questions we've received so far about it. On the next slide. You'll see that my name is William Barns-Graham and I'm the head of content at the Chartered Institute of Export and International Trade, your host for today. Just some quick housekeeping notes before we get into the agenda. We are recording today's webinar and the recording will be circulated after the session early next week. We have allocated time for questions at the end and we will answer as many of these as possible. Please note that you need to submit your questions into the Q&A panel rather than the chat function within Teams. So just to be clear, please send in your questions into the Q&A part of Teams and not the chat. Any questions we don't respond to during the webinar will receive an offline response afterwards. Moving on to today's agenda on the next slide, we will today be looking at the transition timeline and key milestones you need to be aware of, actions traders should be taking now, a demonstration of how to make declarations in the new service, responses to some of your frequently asked questions, and the aforementioned live audience Q&A as well. Let's now introduce your panel for today. The next slide. And I am delighted to be joined by David Vallely, Lead Stakeholder Engagement for NI Customs at HMRC, Amit Parekh, UK Delivery Manager at Netcompany, and Hena Elsayed, a Trading Customs Specialist Team Lead at the Chartered Institute, who has prepared the demo we will be seeing later on. Also supporting today's webinar from the Chartered Institute are Kevin Shakespeare, our Director, Doreen Crawford, a Stakeholder Engagement Lead, and Rachael Green, Customs Consultant. Moving on to the next slide. The transition date is now rapidly approaching and many businesses are understandably focused on what actions they need to take and when. Amit will now walk you through the timeline, key milestones and practical preparations you should be looking to take over to you Amit.
Amit Parekh
Thank you Will and good afternoon all. Really looking forward to talking to you about the upcoming transition timeline to make sure that everybody is prepared for the transition. So key message from a timeline perspective, we are still on track from a programme perspective to be going live on the 20th of October. What this means for you is that the new TSS platform will be live from the 20th of October for you all to conduct new movements on. What that means is that you will no longer be able to do new goods movements on the outgoing service, so the current service that you use from the 20th of October onwards. What it does mean though, that service will remain open, the outgoing service will remain open until the 30th of November for you to complete any supplementary declarations that you have open by the 10th calendar day of October and also to see any declaration information that you want to see as well. But anything post 20th of October will have to be done on the new platform. If you're not an existing company on the outgoing service, then from the 14th of October, you will need to register yourself on the new service as you will no longer be able to do that on the existing service. It is worth noting those that have existing accounts, you can still add your colleagues and additional users onto that service. from that point onwards. So key takeaway from this is that new service will go live on the 20th of October. So if we can move on to the next slide, I will explain how we are trying to support everybody in making sure that you are ready for the 20th of October and we face no hiccups. So good news is from Monday the 21st of September, so Monday coming, we are going to be providing access to what we are calling the trader test platform. So this is a test platform with the new service on there. And it will give you the opportunity and your teams the opportunity to explore the new service, become familiar with the way that it operates and practice key journeys if you wish to do so, that when it comes to the 20th and you're using the new service, you've actually got a bit of familiarity with it and hopefully the experience is smoother. More communications for all of these dates will be coming out. So fear not, you should be getting some communications on the URL, how to access all of this. should follow outside of this webinar. What I would say and what I would encourage is please either jot down or put these dates into your calendar now so that we can collectively gear up to making sure that you are really set up for success on the new service. From the 1st of October, we will be providing access to the new platform for all existing users of the current outgoing service. So what this means is that if you currently use the existing service From the 1st of October, all of your information, profile information will be migrated across to the new platform. Again, we will send you onboarding instructions of how you access it, how you log in. But what we ask from the 1st of October is that you do access the new platform, you go and check your profile information, complete any setup instructions. So again, when it comes to the 20th of October, you've done all of that review, you've made sure there's no issues, you've logged in and actually you can start your declarations. From the 7th of October, we will enable pre-lodgement of declarations to commence on the new platform as well for goods that will have a movement post the 20th of October. So from the 7th of October, again, you log in. If you need to pre-lodge some declarations, you will be able to do that on the new service for goods that will be moved post the 20th of October. And as I've mentioned, from the 20th of October onwards, we will require everybody to use the new platform for new goods movements moving forward. So I hope that's clear. This is recorded, so feel free to play back and take the dates on. As I say, I'd really encourage you to put those dates into your calendar. as sort of key points. And as I say, we will be sending out communications on how you can utilise those services that I've just talked through in readiness for getting you prepared for the 20th of October. This is just a picture, a bit of a timeline, a left to right of the elements I've just mentioned. If I just focus you in on the webinars we're at today, the 16th of September webinar, there is a further webinar on the 30th of September and on the 14th of October. So we will look to communicate the key messages to you on those webinars as well. Again, trying to provide you as much information that we can that sets you up for success to transition. Okay. If we can move on to the next slide. So this, for those that use the portal only to do declarations, or for those that don't understand what APIs are, then you can ignore me for the next 20 seconds. But if APIs do resonate and you are aware that your organization uses APIs to make declarations on the outgoing service, There is some work, little work for you to do to connect into the new service. And that work needs to be done before the 20th of October. The good news is most organisations that fall into this category are already engaged with us. We're already working with you to support you on this. But what I would encourage is do not rely or think that your supply chain partners are engaging with us. I would really encourage you if you think using APIs currently and you're not engaged with us, then please get in touch. As you know, the clock is ticking before the 20th of October deadline. There is There is no other backup plan after the 20th. If the APIs are not set up, there is no backup plan. So we really encourage you to get involved, get in touch with us and work this through. Okay. That's all from me. So I'll hand back to you, Will, for the demo. Thank you.
William Barns-Graham
Brilliant. Thank you. Thank you, Amit.
William Barns-Graham
The key message for traders that I'm picking up is to ensure you're prepared for the 20th of October cutover date and to use trader test to familiarise yourself with the service, ensure early access and also to review your business profiles, permissions and payment methods well before the transition date as well. So yeah, businesses that start preparing now, you'll probably be the ones who will have the smoothest transition. So we definitely encourage that. Just a quick note on the questions. I've seen quite a few questions coming through in the Q&A part of Teams, which is great. That's exactly where they should be. Anyone who's sending questions in the chat, just remember to please use the Q&A part of Teams. We've discussed the timeline key milestones and we're now going to look at the practical demo showing you how to navigate the homepage business profile, how to start a new movement and how to complete a supplementary declaration. My colleague Hena Elsayed has recorded this short video demonstration that we'll play for you in a moment. Please note the data that's shown in the demo is only for demonstration purposes. Please remember to use information specific to your business when it actually comes to using the portal. But yeah, let's play the video now. Thank you.
Hena Elsayed
Welcome to this demonstration of the next phase of the trader support service. This demonstration will show you how to navigate through various elements of the service. This includes your business profile, known in the outgoing service as the company profile. how to find guidance, how to start a movement and how to complete a supplementary declaration. It will show you how to do this manually and not using an application programming interface, also known as an API. Please note that this demonstration will show the service in its current phase of development to provide an example of the look and feel of the new service. It is subject to further changes as more features and functions are added in. After logging into the TSS, you will be taken to the homepage. This is your main starting point for accessing the different areas of the service. At the top of the page, you will see key account information, including your company name, account number and user details. You will also see a tasks section. This is where any actions that require your attention will appear. In this example, the task is to complete supplementary declarations and you would select this option to begin that process. As you move to the homepage, you will see four main menu areas. In the declarations, you can start a new declaration, you can view existing declarations, you can view goods movement references and access historical customs declarations, which open in a new tab. In the profile and payments area, you can view your business profile, which was known previously as the company profile and access the payments overview. In the guidance section, this provides access to all guidance topics and in the support section, you can create a support case, manage existing cases and provide feedback. Before starting your first declaration, it is recommended that you review your business profile to make sure your information is up to date. Once you open your business profile, you will see a series of quick links that allow you to manage key areas of your account. From here, you can view users linked to your account, see which businesses can represent you, manage access to the traders, API review. You can view businesses you've given permission to use your UKIMS authorisation and view any related companies. As you scroll through the business profile, you will also see your business details, contact details, any authorisations you hold, your duty deferment account, details of your payment method, any UKIMS and traded goods profile information, details for the Northern Ireland retail movement scheme and the automation settings for goods movement references. Before starting any movements, it is important to check that any authorisations you intend to use are added and are up to date. For example, if you hold an authorisation, For the simplified declarations process and want to use it, you should make sure that this has been entered into your business profile. Similarly, if you plan to use your own duty deferment account, you will need to add those details here. Please note that you will also need to complete additional steps outside of the TSS to give the service access to use your duty deferment account on declarations. You should review each section carefully to make sure your information is accurate and that any required permissions have been shared. For example, If a customs agent will be submitting declarations on your behalf and needs to use your UQMS authorization, you must ensure that they have the correct access by sharing the relevant authorizations through the service. Once you have checked that your business profile is up to date and that the relevant permissions have been shared with members of your supply chain, you can return to the homepage. From there, you can access other areas of your account, including the guidance available within the service. The Trader Support Service includes a range of customs guidance to help you use the service and understand the steps involved. Guidance is organized by topic, including moving goods, declarations, controlled and excise goods, codes and duties, using systems, and the glossary. Within the declarations area, you can find guidance to support different declaration types and scenarios. For example, you can access information on using customs special procedures, or you can use checklists to help you understand the steps required to complete declarations. The guidance available will depend on the type of declaration you want to submit and the information you need at each stage. Back on the homepage, you will also see the digital assistant. You will see it while you're also completing tasks within the service. It should be your first point of call if you need to get support as it is available 24 hours a day, seven days a week. If you are unsure or you still need help, you can ask a digital assistant a question. It can provide guidance and we're available direct you to the relevant guidance links so that you can access the support you need. If your query is complex and requires support from a support agent, you can raise a case or call the contact centre. For example, if we ask the assistant what is UKIMS, it will provide you information on the scheme and provide any applicable link to guidance where you can find out more information. Now we can look at an example on how to start a new movement in the service. You start your declaration from one single point of entry, no matter the declaration type you're trying to submit. Scroll down and select start a declaration. You will need to confirm which route the goods will be taking. For this demonstration, we will use Great Britain to Northern Ireland. Once the route is selected, the service needs to confirm if you want to create an entry summary declaration with or without a customs declaration. This is the combined journey where the service will capture information for safety and security that will be submitted to the Import Control System 2 (ICS2) and for customs purposes to the Customs Declaration Service (CDS) or whether you want to create a separate customs declaration only. By selecting the first option, the service will need to know if you want to submit only the consignment information, which includes customs information at this stage. This is what was commonly known as the consignment first option from the outgoing service. This is showing as the first option on this page. or the second option to submit all the transport information and customs information in one go or if you want to create an ENS only. For this demonstration we'll select the second option and the service will then ask you to confirm your answers. Once confirmed it will then proceed to ask you to complete the task for your chosen movement. Once you have completed all the tasks required for this movement and your goods arrive in Northern Ireland you will have a supplementary declaration on your account for you to complete. For the purpose of this demonstration, we will not go through the steps to complete the ENS and customs information now, but rather focus on the completion of the supplementary declaration. Let's take a look at how to complete a supplementary declaration. So returning back to the home page, navigate to complete your supplementary declarations within the tasks area. This will show all the outstanding draft supplementary declarations on the account. Then navigate to the declaration to be completed. The declaration will be partially complete using the information submitted to the TSS before the goods moved. By selecting the filter show full consignment details you can see all previous information that was entered. Only the fields with the change button can be amended. If there is no change button then the field cannot be amended. There are two ways to complete the supplementary declaration. The individual sections of the declaration can be selected for completion. For instance, you can complete the goods record and then the consignment. Or you can select the start now option at the top of the declaration if you have not completed any of the sections and that will take you through all the remaining fields that require completion for every section. It is important to note that the service will not assume information about your movement. It follows HMRC completion instructions and you will need to actively make a selection to complete the required fields. What the service will do is assist in completing other components for the selection that has been made. For example, if you're declaring your goods not at risk by selecting the additional information code NIREM, then the TSS will automatically add the details of your UCANS authorisation to your declaration. This is dependent on you having an active authorization on your business profile, so you do not have to add those details into the declaration yourself. For this demonstration, the consignment section has already been completed and only the goods record section remains for completion. Complete the goods record by selecting view and complete. You should check the information here for accuracy and look for fields where information is incomplete. In this declaration, the preference code is missing and as soon as this option is selected and completed, the service will continue to ask for the remaining missing information so that you do not have to go back to complete another field. The information entered here is for demonstration purposes only and users should ensure the information they enter is accurate and applies to their goods. So the preference code needs to be completed. and preferential origin if required, valuation method, confirming the nature of the goods, the invoice number, checking that the currency is pound sterling and the item price is shown as 100 and that is correct for this declaration. entering the statistical value and then checking answers. If anything is incorrect, it can be changed by clicking the change button. If not, complete and submit and that completes the goods item. Now you can see the full goods item in full with everything that has been entered. You can see if any additional procedure codes have been entered. If you require a document reference, that can be added in as well. As preference is being claimed here, a document code needs to be entered. And you can also upload your document if you have it to hand. Checking answers to complete and submit again. And that completes the goods item here. You can see the document code has been added. So once all details are now complete on your declaration and then proceed to submit, the status will change to processing whilst waiting for a response from the customs declaration service. This declaration has moved to the status tax calculation. If payment is due, the declaration will move to showing that payment is required. Otherwise, if nothing else required, this declaration will change to closed. So to conclude, it's important to remember that the demonstration that you have seen today is a service that is still being developed and will be enhanced and iterated through the user feedback and research. Thank you for watching.
William Barns-Graham
Terrific. Thank you to Henna and team for producing that demo, which I believe will be made available separately to the recording of this webinar and also as part of the recording of this webinar after the session. Hopefully it's provided a clearer picture of how the new platform will work in practice. And once again, I would strongly encourage everyone to use Trader Test once it becomes available and to familiarise yourselves with these journeys before the transition. Now on the next slide, we've been collecting a number of questions from traders ahead of today's session. And I will now be putting some of the most frequently asked of these directly to the panel. So the first of these questions is for David. Welcome to webinar, David. As it says on the slide, the new TSS portal looks and feels different to the outgoing service. So why is this the case, David?
David Vallely
Yep, happy to cover that one. So it's something that's been raised with us in a few different forums, in the different webinars, and I think today has been a great demonstration of how it will look and feel different. The reason behind this is what we're doing with the next phase, the new phase of TSS, the new portal, is bringing that in line with GDS standards, so government digital services. So though it will look and feel different to the current TSS service, it will hopefully be quite familiar to a number of people who use other gov.uk services around tax, around other things. And this is around accessibility and kind of standardising that look and feel with other government services. So as I say, it will look and feel different from the previous service, but hopefully will be fairly familiar to others using different gov.uk services. So that's the reason behind that. But hopefully, as you've seen today, it's nothing too scary.
William Barns-Graham
Thank you. Thank you, David.
William Barns-Graham
And if we click on, I think we'll see the answer come up in writing. Yeah, there we go. That's what David was just kind of speaking to. And we also, if we click on once more, we'll have the next question. which is to Amit. And this is what are the key dates traders need to know. Is 20th of October a fixed transition date? Amit.
Amit Parekh
Thanks, Will. Hopefully this is clear from my slides, but just to reiterate, 20th of October is the fixed cutover date as things stand. And the key dates leading up to that, as I mentioned, was that we've just seen the demo from Henna, which was hopefully everybody enjoyed that demo to give an insight as to how the system looks and feels. You can yourself start to get familiar with it and use that from Monday onwards. We will send some information on how you can access the URL and access the system. So please look out for that. As I mentioned from the first, you can log into the new system, assuming you're an existing user of the outgoing system. and just set up your profile, review all of that information and make sure you're ready. And then you can start to do pre-lodge your declarations for movements post the 20th of October. And you can start to do this from the 7th of October onwards. So I hope that's clear.
William Barns-Graham
Thank you. Thank you, Amit.
William Barns-Graham
And moving on to another question for you, Amit. How can traders familiarise themselves with the new service?
Amit Parekh
Thank you. Well, so as I said, I think the best way to do this is to use the trader test environment that we will set up from Monday onwards. As I say, it will not put any real declarations through, but it will effectively give you the whole application as you will see in the live system and be able and give you the opportunity to run through some of the declarations and hopefully allow us allows you to answer any questions that you have as you sort of walk through and use the service.
William Barns-Graham
Brilliant, thanks Amit. Another question for David. This is around contingency arrangements. So David, what contingency arrangements exist if the service is unavailable?
David Vallely
Yep, so of course, like with all HMRC systems, we do have contingency plans in place, and should these be required, depending on the situation, we would communicate those to the users effective and give them the relevant guidance they need to make sure that they are able to continue to move goods. Though, as always, we hope to not need contingency plans, But we did want to reassure people that they are in place. We have had these developed. Obviously, we have had to use contingency plans for other systems in the past. And hopefully, that process of communicating them in a targeted way to those who require them has worked in the past. So yeah, and so hopefully we don't need them, but should they be required, we will We will communicate those in a timely fashion as to what is what those what is required from users to continue to move those goods.
William Barns-Graham
Great, thank you. Thank you, David. And the answers just appear on screen there as well. So thank you. Finally, for these FAQs, a question for Kevin. Welcome to the webinar, Kevin. What are the main differences between the current and the new services?
Kevin Shakespeare
Thank you, Will. So good afternoon, everybody. So first of all, in terms, I think, as we've indicated both in this webinar and in previous webinars, that the customs processes very much remain the same. As David has indicated in the earlier question, the look and feel is different for this new service and now mirrors government digital service GDS requirements. So again, which some of you will be familiar with from using other gov services. So please, therefore, it's really important, take time to familiarise yourself with a new service. Clearly, those involved in private beta engagement, take time to really test, try and provide your feedback. Feedback is very important and we're very much looking for that. And also, as Amit has indicated several times during this webinar, take the opportunity when the trader test environment is available next week. Really, really important to test practice and get used with that GDS style for making declarations. Thank you.
William Barns-Graham
Thank you, Kevin, and also to Amit and David. If there's one theme coming through those FAQs and the responses to them, it is the real need for businesses to get ready at this stage. The timeline is now very clear for the transition and businesses should use the coming weeks to test, access, review profiles and prepare operational teams. Now we have a fair bit of time for your questions. Just before I start the questions, actually, I've just been notified that it's been a lot of you commenting on demos or videos that you would like to see to help you use the new system. Please do type in, probably using the chat rather than the Q&A for any kind of feedback or just e-mail us and any of the emailings which have been provided already. Let us know what demos would be useful for you as users because we can certainly look at creating them. So please do input your thoughts on what demos and videos would be useful for you. We do have some time now for your questions. If you have a question, please use the Q&A function, just a reminder on that. And we'll try to get through as many questions as we can in the remaining time. So welcome back to Amit, Kevin and David. Amit, if I could begin with one for yourself. We've had a few people ask this question, including Navide, I hope I said that correctly, who says, “could you please clarify how our historical records will be retained in the new TSS and accessed in TSS”?
Amit Parekh
Yeah, of course. Thanks, Will and thanks for the question. So to be clear on this one, historical movement data won't come across to the new system. So any information or data that you do need, you should get from the outgoing or current service. But just to relay, the outgoing service will still be available for you to view those movements up until the 30th of November. So that should give you some time to take from that what you need. But to be clear, we won't be moving that historical movement data across the new service.
William Barns-Graham
Great, thank you. Thank you, Amit. Kevin, a question for yourself. So this is a person who is a small business. They have heard that they do not need to do anything on the new service because their customs intermediary will do everything for them. Is this true? And does their business actually need to do something?
Kevin Shakespeare
Yeah, thank you. And really glad this question has come up. We certainly have had feedback from some small businesses who certainly feel that their customs intermediary will be able to take care of everything for them. I can categorically say that is not the case. and certainly want to emphasise that point. Every user of the service, irrespective of the size of the business and the type of business and the involvement in the supply chain movement, has to take action now. So it's absolutely fundamental and that includes small businesses and it includes circumstances where customs agents take responsibility for making the declaration on behalf of the small business, for example. So one action that we've certainly talked about on this webinar is from the 1st of October, you will be able to enrol on the new service. Your existing data from the outgoing service will be migrated, but you do need and you must log in, validate your profile and complete any additional setup. And that goes for any type of user, irrespective of size and type of business. So when you enroll, hopefully from the 1st of October and as early as possible on or just after 1st of October, check your company profile, your user permissions and your relevant connections as well. Please be aware, certainly for some businesses for company profile, that the authorization holder or the master user, so to speak, maybe someone different in your in your company rather than yourself. So you need to engage and liaise with that individual where appropriate. Again, check your company profile, your user permissions and your relevant connections. Check your e-mail addresses as well. So again, to reiterate, it's essential that all businesses take this action irrespective of size of business. and please don't leave it until near the 20th of October. The 1st of October or shortly afterwards is absolutely essential. Thank you.
William Barns-Graham
Thank you. Thank you, Kevin. We've got quite a few people asking about what sort of level of support there will be, including things like one-to-one support or guidance documents or cases, and whether there will still be a thing such as cases in the news service. Amit, do you want to just speak a bit again about what support will be available to users for the new service?
Amit Parekh
Happy to, Will. Thank you for the questions, everybody. So in terms of support, there's a few different elements to this. So from a system or the new platform perspective, as Hena had demonstrated, there will be a digital assistant available all the time, 24-7, and it will be able to answer sort of all the basic and more complex questions as well. It's been trained and operated and built to be able to make your experience seamless. If, however, it isn't able to answer your question, then it will absolutely raise a case, put you through to an agent. So we do have a call centre set up similar to the outgoing service with real humans agents able to answer your questions. So once you're on the platform, platform and using it, we've got the whole sort of support services geared up to, talk you through any sort of queries or issues that you may encounter. I'd encourage you to try and use the digital assistant, of course, because it's there and easy to use and available. And obviously, if that doesn't work, then you'll be routed through to an agent as well. The second piece, again, Hena demonstrated is that we have spent time in creating a lot of guidance material, a lot of how-to material, and Hena demonstrated that as to how that is off the home page, how you can access that. So again, there is a lot of information available to you for you to read and absorb if you're stuck on any element of the service as well. And as I say, as we lead up to the 20th, we've got the trader test access and we're opening up the system, if you like, from the 1st to check your profile. If you do have issues, then, you know, again, there are, you can access the call centre. the phone number will be available to you once you access the system as well. So fear not, we have the support processes in place to really make this as smooth as possible. What I would say is just make sure all your profile information in the outgoing service, specifically your e-mail address is accurate because we do use that to communicate out to yourself. So it's really key that you've got the latest and the most up to date e-mail address on the current platform so that we can make sure we can, if there are any issues on the existing system, sorry, if there are any issues on the new system, that we foresee we can get in touch with you and fix it before you start to use the system on the 20th. Hopefully that answers the question. Thanks, Will.
William Barns-Graham
It does. Thank you.
William Barns-Graham
Thank you, Amit.
William Barns-Graham
A question for Kevin, I think, from Jose or Jose who asks, currently we complete supplementary declarations by converting to INI. Will this option still be available in the new platform?
Kevin Shakespeare
Again, thanks for the question. The answer is yes, it will be available. There are no changes to the underlying customs requirements or processes for moving goods. I would stress, however, that you must ensure you're using the correct EORI to which your UKIMS authorisation is registered. So please ensure that is the case, but the answer is yes. Thank you.
William Barns-Graham
Terrific. Thank you. Another question for Amit. You touched on APIs earlier on. This question is, what happens if I've not amended my API set up to integrate into the new solution by the 20th of October?
Amit Parekh
Thanks, Will. So the The clear and short answer is that if you intend to continue to use the API, then you will have to make some amendments. As I say, they are not massive. They are quite easy. We've done this with a few organizations already, but they will have to be made to integrate into the new service. So if you believe you do use APIs currently and you haven't engaged with us and are not doing anything around this, then a couple of slides up from here, we have an e-mail address. You can get in touch with my team directly. We'll help you through that. So what I would say is just get in touch with us if you do use APIs and we will help and guide you through that before the 20th of October. Post the 20th of October, there is no contingency if you like, if you want to continue continue to use APIs, you will have to use the portal or we are also developing and releasing a CSV functionality that can be used as well. But if you do large volumes via APIs, if you haven't integrated and unfortunately there is no contingency plan, so get in touch. We can help and guide you through that and we'll make sure that there are no blockers for you before the 20th of October.

Thank you. Thank you, Amit. We've got time for probably two or three more questions. I'm noting that there's quite a few people asking questions around the closure of supplementary declarations. So I'm wondering, Kevin, if this is something you'd want to provide any clarification on in terms of what people need to know when it comes to supplementary declarations closing?
Kevin Shakespeare
Yeah, I'll go first and obviously David may want to add to it. I think it's important to sort of make the point on supplementary declarations. So the requirements are to close to supplementary declaration by the 10th day of the following month. So if you are, for example, making a movement on the new service after the 20th October or the old service before the 1st of October to 20th October, you have to close it on the 10th day of the following month. So really you're using the time period between the 10th to the end of November to access historical data for different purposes, including for example, compliance purposes. So really, really want to make that point. And if anyone has sort of reasons why they feel they're unable to close their supplementary declaration, for example, they're unaware of use of the EORI, please get in touch with the current service and obviously provide information. But really wanted to make that point that really subtext, whatever sort of movement we're talking about, not just to a GB to Northern Ireland, but into GB as a whole from the EU, EU especially, must be closed or should be closed by the 10th day of the following month, not on the 11th, not on the 21st and certainly not in December. Thanks.
David Vallely
Yeah, and just to add to that, as Kevin mentioned, I think the real important thing to take away from this is that declarations should be closed in the system they were submitted in. So as Kevin has perfectly outlined there, declarations made in the outgoing service should be closed in the outgoing service. And with that being available even beyond that 10th working day, we would encourage, obviously, more than encourage you to make those declarations in that system. And as Kevin highlights, once the new system is live as of the 20th of October, those declarations be closed in the new service. So yeah, just to echo that point, declarations should be closed in the service they were made.

Thank you, David. Thank you, Kevin. A question a few people were asking, I know Emma asked and had a lot of updates. A few people were asking about how they will get their details to activate their accounts and when more emails be received to this end. And maybe just want to speak a bit to that question.
Amit Parekh
Thank you. So there'll be sort of three main areas in which you should keep a lookout for the communications to come across. So we'll be looking to use the banner that is on the outgoing service to provide the information that you need. So keep a lookout for the banner on the outgoing service. We'll also be looking to e-mail out this information to everybody and it goes back to my point, just please make sure your primary e-mail address in the existing service is accurate so you can receive. the communications that you will need and do keep an eye out for emails from a updates.hmrc.gov.uk domain because there's a tendency for emails to maybe go into junk folders as well. So just keep an eye out for emails coming across to yourselves. And I think we will also be doing communications via the bulletins that you will also receive at the moment as well. So they're the sort of three core channels that we'll be providing the necessary information that everybody needs. So keep a lookout for those and hopefully that addresses the question. Thank you, Will.

Brilliant. Thank you. Thank you, Amit.

We are running very low on time, so we'll need to wrap up for Q&A now. Thank you everyone for your questions and thank you again to David, Kevin and Amit for your answers. Before we close on this slide, I definitely encourage everyone to continue engaging with the program via the QR code and links on screen. The team is actively seeking user feedback to help shape future developments within TSS. If you'd like to contribute to ongoing research or provide feedback on your experience using the service, please scan the QR code or contact the team directly. As we close today's webinar, there are three further key messages I'd encourage everyone to remember. Trader test becomes available from the 21st of September. Enrolment opens from the 1st of October and all new movements must use the new platform from the 20th of October and all of these dates are of course 2026. It's also worth remembering that any existing movements already underway can continue to be completed on the current platform until 30th of November. As we drop things to close on the final slide, my thanks again to David, Hena, Amit, Kevin and the team working behind the scenes on today's presentations, answers and support. Thank you as well to all of you in the audience for joining us. A reminder about a recording of today's webinar will be shared shortly alongside supporting information and links. Thank you everyone for attending and we look forward to continuing to support your transition to the next phase of the Trader Support Service. Bye for now. Goodbye.
