Converting a supplementary declaration to the Internal Market Movement Information (IMMI)

Learn how to convert a supplementary declaration into the IMMI for ‘not at risk’ goods moved into Northern Ireland using the Trader Support Service.

Contents

Use this guide if the Trader Support Service has created a draft supplementary declaration and you want to convert it to an Internal Market Movement Information (IMMI). If you are authorised under the UK Internal Market Scheme (UKIMS) and your goods meet the IMMI eligibility requirements, you can convert the draft supplementary declaration to an IMMI instead of completing the supplementary declaration to close the movement

Why convert a supplementary declaration to the IMMI

When you use the simplified customs declaration process, to move goods from Great Britain to Northern Ireland, the goods can be released directly to free circulation, or a specified customs procedure. The process uses a minimal amount of information at the frontier.

You provide information before the goods arrive using a simplified frontier declaration (called a ‘simplified declaration’ in the service) or Entry in the Declarant’s Records (EIDR).

This is followed by a supplementary declaration after the goods arrive.

However, if the goods and movement are eligible, you can convert the supplementary declaration in ‘Draft’, or ‘Trader input required’ status into an IMMI, instead. The IMMI uses a reduced data set (fewer fields than a supplementary declaration).

Converting a supplementary declaration to the IMMI reduces the information you need to provide, as the service reuses the details you have already given in your simplified frontier declaration or EIDR.

This means you:

avoid re-entering data you have already submitted

complete the declaration more quickly

reduce the chance of errors from re-entering information

When you can convert a supplementary declaration to the IMMI

You can convert the supplementary declaration to the IMMI if the supplementary declaration status is  ‘Draft’,  or ‘Trader input required’. The goods and movement must also meet the conditions to use the IMMI.

Before you convert, check that:

you have a valid UKIMS authorisation  and you have added it to your Trader Support Service Business Profile

your goods meet the conditions to be declared as  ‘not at risk’ of moving to the EU

Example: converting an eligible supplementary declaration to the IMMI

A trader in Manchester sends a shipment of packaged food directly to their business in Belfast. The goods were in free circulation in Great Britain before they moved. They will be sold in Northern Ireland and not moved on to the EU, so they can be treated as 'not at risk'.

The trader holds a valid UKIMS authorisation and has added it to their Trader Support Service business profile. This lets them declare eligible goods as 'not at risk' of moving to the EU and use the simplified processes for Internal Market Movements.

Before the goods move, the trader chooses to submit a simplified frontier declaration  through the Trader Support Service.

After the goods arrive in Northern Ireland, the Trader Support Service creates a draft supplementary declaration. The trader checks that the goods are eligible for the simplified processes for Internal Market Movements and that no restrictions or exclusions apply. Instead of completing the supplementary declaration, they convert it to the IMMI.

Convert a supplementary declaration to the IMMI

Sign in to the Trader Support Service and go to your list of declarations. You can convert supplementary declarations with a status of ‘Draft’ or ‘Trader input required’.

Find the supplementary declaration you want to convert, open it, and follow the instructions to convert it to the IMMI.

The supplementary declaration is replaced with a draft IMMI. Review the declaration details and complete any missing or incomplete information.

Select Confirm and submit to submit the IMMI. The status of the original supplementary declaration is updated to In Conversion to IMMI.

You must complete and submit the converted IMMI by the 10th calendar day of the month following the goods movement.

Convert an IMMI back to a supplementary declaration

If you convert to the IMMI in error, or decide not to proceed with the IMMI submission, you can convert the IMMI back to a supplementary declaration.

To do this, click Convert to a supplementary (H1) declaration. You will return to the original supplementary declaration which was in ‘Draft’ or ‘Trader input required’ status.
